BCS: Superintendant Salary $144,000 vs. Rome NY $154,00 ?

Can anyone explain why BCS' superintendant earns $144,000 per year vs. the Superintendant of ALL ROME NY Schools earns only $10,000 more then BCS's ?  See today's Observer Dispatch article re Rome Superintendant salary...
