SALKA & PIERSMA: Just what are the "FACTS" ? the "TRUTH"?

When we were planning the strategy for Salka for Assembly we said it would be based on the truth and on the facts.

Take a good read of the Waterville Times coverage of the of the April 20 Special  Town Board meeting and  in particular, the last paragraph which reads as follows:

APRIL 20 -  "Both Salka & Piersma explained to the Times that Piersma has not been paid money to build Salka's new house in the Town.  Salka said he has talked to several contractors about the work."

a

APRIL 11 - ONE WEEK EARLIER Salka emails to Rumor:

This is an answer to your tripe:·       Mr. Piersma had every intention of requesting a leave of absence BEFORE ever intending on building our home which, obviously no matter to you, is none of your business. After our daughter passed away we decided we could no longer live were we are and are building a new home. Bob gave us a fair quote and will be getting the job."

Why is it so difficult to get to the truth?...why the double talk? What are you HIDING?

A Windfall for Chobani Employees: Stakes in the Company

CHOBANI - Shares the Wealth !!!

NEW BERLIN, N.Y. — The 2,000 full-time employees of Chobani were handed quite the surprise on Tuesday: an ownership stake in the yogurt company that could make some of them millionaires.

Hamdi Ulukaya, the Turkish immigrant who founded Chobani in 2005, told workers at the company’s plant here in upstate New York that he would be giving them shares worth up to 10 percent of the company when it goes public or is sold.

The goal, he said, is to pass along the wealth they have helped build in the decade since the company started. Chobani is now widely considered to be worth several billion dollars.

Rumor has it that there will be SEVERAL "Letters to the Editor" regarding the Highway Superintendent issue.

SPECIAL TOWN BOARD MEETING: What are they up to NOW?

There was a good turnout for this evening's "Special" Town Board meeting re: "Highway Superintendent".... and the mystery only deepens:

....the Board went into a private, 15-minute executive session;  came out and announced Mark Zediker would take over Highway Supt responsibilities for an extra $2.50 and hour;

.... HOWEVER... the Board PURPOSELY DID NOT make a resolution appointing Mark Zediker as Temporary Highway Superintendent...

When asked from the "public peanut gallery" why no resolution...Salka was prepared with a curt "we don't need one !"

... that's totally unusual!!,,,and why was the purpose of the meeting, as "Highway Superintendent" so vague...usually you have to specify what action is to be taken at the meeting...not just "Highway Superintendent"...

...so, after the meeting rumor is that Salka and his Board used this particularly vague meeting notice language and no resolution so they could re-appoint Bob Piersma as Highway Supt after he finishes building Salka's house. Otherwise, why the covert operations?  No questions...no explanations;

...granted, it's a rumor, but why won't the Town Supervisor and the Board be up front with the community?. So much for  Salka's platform of transparent and open government!

TAX PROCRASTINATORS: An IRS Extension Form - TAXES DUE MONDAY - April 18 Filng Deadline

Fellow procrastinators....BELOW is a link to the FEDERAL - IRS EXTENSION REQUEST.... you have to print out and mail to the IRS per the directions in the INSTRUCTIONS.   See earlier posted link for the NYS Extension Request.

In my experience if you owe, and can't pay it all, send a partial with whatever you can afford along with a note requesting a payment plan.  Generally they want it paid off within one year...better than not filing and the IRS will generally go along...of course there are interest and penalties, but a payment plan is easier to "chip away" at!

HERE  is link to the pdf  IRS Form 4868 - requesting an extension to file your final 2015 return by OCTOBER 17, 2016;  https://www.irs.gov/pub/irs-pdf/f4868.pdf

... BUT make sure these extensions are POSTMARKED TOMORROW - Monday - April 18...

Here is another good link:   2 MINUTE Video showing how to fill out and details...although it is a 2011 video the FORM IS STILL THE SAME....... !

https://www.youtube.com/watch?v=l4hRX4H3qKk

PS - I am NOT an accountant....so this is not tax advice.... just some quick directions if you'd rather enjoy this weekend's weather..

TAX RETURNS: NYS 2015 Extension Request Online - SO EASY

NY STATE TAX EXTENSION....it's incredibly EASY.... Ok all you fellow procrastinators...I have been looking up the extension forms for taxes due TOMORROW Monday - April 18.

This link to the NYS request to extend your 2015 tax return filing until OCTOBER 2016 is incredibly easy to use ...you get a confirmation...and can print out.  Just need you and your spouse's SSN #'s and if you owe any taxes, there is an ability to pay on line.

SALKA's Facebook - CRITICIZES Other Board Members ..Salka & Mayne "go it alone" to SAVE THE TOWN !!!

At the bottom of this article, is a excerpt from Supervisor Salka's FACEBOOK page, publicly shaming felllow Town Board members for their lack of participation in solving the Highway Dept fiasco.

Supervisor Salka's  criticisms of his fellow Town Board members are hypocritical given:

         *   "Supervisor" Salka fails to take leadership in bringing the Board together; he could have called an EMERGENCY meeting; Salka seems to  forget that a quorum of Town Board members,  who are  meeting re: Town Business, requires a meeting notice;
        *  Salka & Mayne ARE THE HIGHWAY DEPT Committee...isn't that their job? and, if they did a "good" job.... this fiasco could have been prevented;
         *    Salka  receives thousands as Town Supervisor plus health benefits vs. the tiny sum Town Board members receive; now THAT took some set to accuse them of not earning their keep!
         *   moreover,  Supervisor Salka has been willing to handle other matters on his own especially when credit is to be taken -- but loves to include the Board when all hell breaks loose;
         *   this FACEBOOK posting made it apparent that he is the primary source of this continued discontent.

Basically, is this "FACEBOOK" announcement Salka & Mayne's  "warmup" to putting Jeff in the position??!!? ... stay tuned.

TWO guys in a  ROOM.. is THIS the kind of CHANGE we need in Albany???..... I think NOT!!!!

Below is a copy of Supervisor Salka's  4-15-16 FACEBOOK comments re:  HIGHWAY MATTERS.....Red highlights and emphasis added by Rumor. READ BELOW...

I just want to inform our community of Brookfield that we are working hard to make sure that the town highway department will run smoothly after the resignation of Bob Piersma. We regret Bob's leaving as he has done much for our town and I am finding out how big of a job it is. Jeff Mayne and myself have been in communication with each other and we have spoken with the town crew to make sure things go well. Admit I am a bit disappointed that no other board member has attempted to reach out to help in a time of need. And you guys make how much?
Brookfield, please share

....DITTO (Rumor)....

TOWN BD - Special Meeting...??? Wed, April 20..?

UNCONFIRMED Rumors are circulating that there still may be a SPECIAL TOWN BOARD meeting this coming WED, April 20 at the Town Hall, to  appoint a replacement for Highway Superintendent Bob Piersma who resigned via Facebook this weekend.

Since this would be a SPECIAL meeting the Notice only needs to be a 72-hr notice: a phone call to the Waterville Times, a "Note on the Door" and  the Website.  ....for that reason, am posting this "advance" rumor...

PIERSMA has announced his Resignation on FACEBOOK

Word has been received that Bob Piersma has resigned as Town Highway Superintendent.  The announcement can be found on his FACEBOOK page.

Rumor's response to SALKA

Rumor's response to SALKA:
Dear Mr. SALKA,

While you spend the next months dedicating yourself to the campaign and furthering your  political aspirations in Albany:  running around the counties, telling them all the things you are going to do for "your constituents"......take a look in your own back yard and how "well" that's been tended.... you'll fit right in!

You asked for a response and I will GLADLY comply:

*      * SALKA:   Mr. Piersma had every intention of requesting a leave of absence BEFORE ever intending on building our home which, obviously no matter to you, is none of your business. After our daughter passed away we decided we could no longer live were we are and are building a new home. Bob gave us a fair quote and will be getting the job.  RUMOR:  Then you're saying  you appointed Piersma  HIGHWAY SUPT on MARCH 8,  knowing full well that he was taking a LEAVE OF ABSENCE  -- only 30 days later to build your house?  And you see NO CONFLICT of INTEREST....?
*
·         SALKA:   I never asked Mr. Jennison to leave a board meeting. If you would show up at meetings instead of criticizing without being somewhere that is your prerogative.  RUMOR:  No point in showing up under the  RULES of DECORUM... no questions/no answers...the "sit down and shut up" rules of decorum.  But, I did hear you called the Plainfield Hwy Supt. asking that Rod NOT attend the Town Board meeting? ...is that true?

·        SALKA:  You failed to mention in your cheap shot blog that you never received the grant and had little chance of it. I have been in consultation with the engineers and we have a very good chance of getting a grant from the new round of CFA moneys available.   RUMOR:  The Town  had every chance of getting  the DEC Salt Shed GRANT to cover 75% of the SHED's Total cost........ the grant just needed  YOU to sign off to get the drawings;  you never followed up or responded in a timely manner to make the deadlines.  You went out of your way to make sure it didn't happen.  Don't you DARE say we had little chance of getting the grant. That is an outright LIE!  AND YOU, BOB and all of the COMMITTEE know it....after all the work done on this project without your participation...don't you DARE!!!  The engineers the Town is paying $25,000 for  would have been included in the GRANT along with 75% of the COST.   The Committee - me, Clint Abrams and Marylou Rhodes --  was preparing this .. as VOLUNTEERS.....who, together, we have the background and experience: we did the due diligence on the options, worked with the Mad Co.Soil & Water people,  attended the state funding  meetings and workshops, provided the Board with updates; and put you in touch with the engineer for a drawing to support the application.....I'll go toe-to-toe with you or anybody else ...ANY DAY ..on this one!  You wasted time, money and trust.
·          SALKA:   *    The minutes have always?? been available from the town clerk and you know it. You simply find it more satisfying to lay blame where it does not belong and  you continue to incite counterproductive and mean spirited sentiment in our town.  RUMOR:  Then WHY aren't they on the Website? and the 2015 minutes?  ......when I asked you about it before your response was:  "not my job" and don't email me.... That says a lot about the problems in this Town. Again, that's why this BLOG was born.
;
            SALKA:   I will be contacting an attorney to  make sure that you do not cross the line between criticism and slander.  If you do I will take appropriate actions.  RUMOR:  As you know I did send this to the Town Attorney for you to be sure......and, as you know,  the Town Attorney  said it's your personal problem...not the Town's.

SALKA's RESPONSE TO "Rumor"....

Sorry to have missed last night's meeting....sounded pretty interesting....in any event, in all fairness to Supervisor Salka,  following is response to me and "his side of the story". Emphasis added.  As for any legal action against me, the Town Attorney has advised John that this would be a PERSONAL matter... so no more Town money would be wasted.

HWY SUPT - : Rumors keep Coming

Ought to be an interesting Town Board meeting this evening...perhaps we will find out if the following RUMORS are or were true:

RUMOR #1 - LEAVE OF ABSENCE:    Piersma is taking a leave of absence from the Hwy Supt so he can build Salka, the Town Supervisor's, new house.  It was considered a conflict of interest for him to do both.

RUMOR #2 - JENNISON:  Did Salka ask Rod Jennison to leave the last Board meeting?

FACT #1 - SALT SHED:      Last month Salka signed the $25,000 contract for an engineering firm to help them spend $200,000 of the CHPS money on a salt shed.  I personally worked on a DEC GRANT that would have covered 75% of the TOTAL COST, including the engineer, but he decided he would go and handle it himself and use the Town's money.

APOLOGY - to TOWN CLERK, Sherry Perretta - MINUTES ARE AVAILABLE  - just not on the Town Website.

PIERSMA to take Unpaid Leave of Absence......SALKA wants MORE YEARS...

.....check out TOWN WEBSITE reporting the Agenda for the April 11 Town Board meeting...who will be Piersma's replacement? See Town Link at:   http://www.brookfieldny.us/calendar.html

....some really NASTY rumors that Jeff Mayne would be a temporary replacement for Piersma instead of Deputy Mark Zediker   (or was that Jeff's wishful $$$ thinking?)

.....still NO MINUTES posted...but hey, not the Supervisor's problem...he's POWERLESS -- by his own admission.

.....except when SALKA  wants to add additional years to his SUPERVISORS term in case he loses to Magee; (he never did explain what happened last year when it was taken off the ballot by the Board of Elections!)..so much for his "transparent" government...

And do you think the Town Board might tell us something about the NEW CODES OFFICER...or want to keep that a surprise for everyone as well.

NYS BUDGET: Quick Overview of New Budget

This is an abbreviated article from North Country News, where several upstate (Canadian Border) commented on the new budget.  A few wins for the middle class...especially the "minimum" wage which is actually the MAXIMUM wage for too many Americans....

State budget includes minimum wage hike, paid family leave, other perks; lawmakers around St. Lawrence County react
Friday, April 1, 2016 - 5:24 pm

The state budget includes a minimum wage hike, paid family leave and middle class tax cuts.
Minimum Wage
The minimum wage will go up to $12.50 increments by 2020.  The state will do an economic analysis “to assess the impact of this increase on employers, jobs and the economy to determine if the minimum wage should be paused or suspended for any period of time.”  Everyone who works full time should earn enough income to put food on their table and a stable roof over their head – and with a $15 minimum wage, we are taking a huge leap to make that goal a reality in this state.
Paid Family Leave
The paid family leave program will be phased in over the next four years. Employees first will be eligible for up to eight weeks of paid leave a year, followed by up to 10 weeks and then ultimately up to 12 weeks starting in 2021. It will be funded entirely by the employees through a small payroll deduction, businesses will not have to bear any additional costs.
Middle Class Tax Cuts
The middle class  will save $6.6 billion over the next four years, with an annual saving of $4.2 billion once fully implemented.“A new addition to the budget is a middle-income tax break that will provide a savings to taxpayers of $4.2 billion annually when fully phased-in. The budget also provides nearly $3 billion in property tax relief through STAR and enhanced STAR.
School Aid
The budget will get rid of the little bit of Gap Elimination Adjustment that is left. The controversial spending tactic took money from school aid and used it to balance the budget....“ overall school funding will hike $1.5 billion over last year, or 6.5 percent. “This includes a substantial 4 percent increase of $627 million in Foundation Aid for the most high-need schools – more than the $266 million Governor Cuomo had proposed,” Griffo said. “The budget will also finally and fully restore all of the outstanding $434 million in funds that had been unfairly diverted from schools through the recession-era Gap Elimination Adjustment.”
Roads and Bridges
Griffo said the spending plan will grant a record” $27 billion in statewide transportation investments for road and bridge repair... the budget includes a very large increase for transportation infrastructure and fairly balances the needs of upstate roads and bridges with downstate mass transit. The budget also funds $438 million for the Consolidated Local Street and Highway Improvement Programs (CHIPS) to local highway departments.
Farm-Fresh School Food
 the budget includes a pilot program to give school districts reimbursements when they purchase local food grown in New York.That initiative would modify the state’s reimbursement formula for school lunches, by increasing reimbursement rates by 5 to 25 cents a meal from the current 6 cents.The rate would be dependent on the percentage of locally grown and produced products that school districts purchase each year, Russell said.

DAIRY FARMERS: Ag Organization Meeting Video & Report

Here is the WKTV's coverage of the Norwich meeting....

Nearly 30 people attended the meeting, which was held inside the Classic Car Museum in Norwich. There were farmers in attendance from across the region, including Little Falls, Boonville, and Waterville.
The PAO is working with small dairy farmers to urge the government to use a different formula to calculate the going rate of milk. Right now large producers are being paid the same as small time producers. It costs small farmers more money to make the same amount of milk and they are often selling it at a loss.
Farmers say they've taken a 35% hit in just a couple of years.
