HOMICIDE - Update - Norwich Man arrested

A Norwich man has been arrested and charged with the murder of an 11-year-old girl in Norwich, according to the Chenango County District Attorney’s Office.

James Brower, 36, is charged with first-degree murder.

At approximately 11:13 a.m. Sunday, July 30, New York State Police were called to a residence at 961 County Route 33 in the town of Norwich for a report of an 11-year-old girl in cardiac arrest. When police arrived on scene, they found Jacelyn O’Connor already deceased. Police say her death was ruled a homicide upon further investigation.

NORWICH, N.Y. -- A Chenango County elementary school girl found dead over the weekend is being investigated as a homicide, state police announced Tuesday.

Troopers were called to a home at 961 County Route 33, in Norwich, on Sunday after someone reported a young girl going into cardiac arrest, officials said.

Patrol officers arrived and found 11-year-old Jacelyn D. O'Connor, of Morris, Otsego County, dead at the home. Investigators determined she had been killed, but did not give an exact cause of death.

O'Connor attended Morris Central School. A vigil will be held for her at 7 p.m. Aug. 7 in front of the school, officials stated.
